An infantry general and the head of the artillery corps, he was initially a squire of Her Majesty the Queen. A court architect from 1770.
The following projects are among his main works: Stupinigi, Hunting Building, completion works; and altar for the Chapel of Saint. Hubert (1767), marble altar for the private oratory (1777); Turin, Military Quarters of Porta Susina, completion works of the project by Juvarra and façade towards via Dora Grossa (destroyed) (1769-70), Church of the Madonna del Carmine, main altar built to replace the previous one by Benedetto Alfieri (1770), Royal Arsenal, ancient arms room (1781); Building of the Count Costa Carrù della Trinità (via S. Francesco da Paola), works for the alignment of via Dora Grossa and the completion of via Po, gardens of the Carignano Palace (destroyed); Asti, Church of S. Anastasia, choir; Borgaro, Castle, plans; Vische – Church of the Confraternity.
Between 1771 and 1777 Birago was present in Agliè having been appointed by the Duke of Chiablese Benedetto Maria Maurizio, son of Carlo Emanuele III, where he planned, along with the new lay-out of the castle, in particular the part towards the village, as well as the square in front, which will become the main link with the village itself.
The creation of the square led to the demolition of the Parish church, with its Gothic design and serious problems as well as sizing from a static point of view.
The new parish church, which was built in an almost frontal position with respect to the Castle and directly linked to it by a gallery, had a single aisle with a wide transept.
